" Pumoporma" is not the term - i think it is more of freedom of self expression. Again, not everything is about other people. People dress up becuase its fun to dress up. Sometimes, it is not even "dressing up" - it's just plain "this-is-what-i-feel-like-wearing-today". Personally, I like to "dress up" (because other people won't settle for the second one) because it is fun and I like to experiment with clothes. I love to mix and match and I get inspired whenever I see people in rather interesting and worth-looking-at outfits.
I am also in the IT industry, and to state the obvious, it is highly technical here. We deal with gibberish acronyms everyday and diagrams and flow charts. I am not saying that there is no room for creativity, there are lots actually, but different on a certain level.
I would like to think of myself as someone who would rather be called creative than technical. I love the arts - from literature, to film to painting (and right, I am in IT) and dancing and for me, experimenting with office clothes is one outlet for my self-proclaimed creativity.
